Read the result as a priority map #

The baseline ranks objectives according to the context captured in Steer. A high priority means the objective deserves attention; it does not prove that the current capability is weak or prescribe a specific project.

Review each focus objective #

  1. Confirm the reason

Identify which strategy, risk, issue, or obligation caused the objective to rise.

  2. Review the capability description

Open the related capability reference and discuss how the outcome is delivered today.

  3. Agree an owner

Use the leadership review to name accountability before turning the gap into work.

  4. Agree a response

Decide outside the current preview whether to fund improvement, accept the gap, gather evidence, or revisit the underlying answer.

Avoid reading the score as a grade #

The baseline is not a league table and should not be used to reward or punish teams. Its job is to make leadership attention more deliberate. The current preview does not save owner assignments or response decisions.
